Egyptian MPs pick constitution-setting assembly

CAIRO (Reuters) – Egypt‘s new Islamist-dominated parliament voted on Saturday to select members for a body that will draft a new constitution but liberal and leftist MPs withdrew, protesting that the nation’s diversity would not be properly represented.

The document could decide which branch of state will effectively rule the Arab world’s most populous state for years to come after decades of autocracy that ended with Hosni Mubarak‘s fall to a popular revolt a year ago.

The constitution will define the balance of power between parliament and president, the role of Islamic sharia law in statute and society, and the political role of the military – in power since Mubarak’s removal.

The Muslim Brotherhood‘s Freedom and Justice Party (FJP), which controls most seats in both chambers of parliament, said it aimed for an all-embracing constituent assembly.

In a statement the FJP said: “The party’s parliamentary bloc is keen to include all political and ideological streams in the assembly, as well as represent all sectors of Egyptian society … including youth, women and (Christian) Copt representatives.”

Those groups now occupy just a handful of seats, and liberals together hold less than one third of the mandates in parliament. Many of them say the Islamist majority is maneuvering to eliminate alternative political streams and civil society from the 100-strong constitution-setting body.

According to a preliminary list of names published by Egypt’s state news agency, the FJP took 25 of the 50 posts offered to those in parliament with other Islamists taking 13 places. Liberals, other parties and independents took the rest.

The remaining 50 places from outside parliament to make up the 100-strong assembly included legal experts, academics and union officials, as well as Islamic scholars and Christians, who account for about a tenth of Egypt’s 80 million people.

The agency said the list of names still had to be confirmed.

In a statement, the liberal Egyptian Social Democratic Party said its pullout from the vote was “to protest against the FJP’s continuous attempts to marginalize minorities and civil forces, a process that is clearly against the sought democracy”.

Basil Adel of the Free Egyptians, another liberal group, said his party also withdrew. He said the boycott included, in all, about 50 liberals, leftists and others from both houses.

FJP members of parliament, prior to the vote, named liberals among those they wanted included in the constituent body.

The lower house has 508 seats, of which 498 are elected. The upper house has 180 elected members plus a further 90 to be appointed. Only elected members can take part in the vote for the constituent assembly.

CRITICISM

Armed with popular legitimacy from Egypt’s freest vote since army officers ousted the king in 1952, the Muslim Brotherhood and ultra-conservative Salafi Islamists now dominate parliament following a tortuous voting process that ended in January.

Most analysts agree that the Brotherhood, formed in 1928, is seasoned by decades of patient grassroots work and is unlikely to rush to impose purist Islamic codes, tear up Egypt’s peace treaty with Israel or confront the United States.

But the Brotherhood has become more outspoken since the parliamentary vote. It has demanded that the military-backed prime minister and cabinet quit. Under the transition, the ruling army, not parliament, picks the government.

In a statement on Saturday, the Brotherhood again criticized Prime Minister Kamal al-Ganzouri, describing his government’s performance as “a failure”. It was also critical of the army, saying its backing for the government raised questions about whether it wanted to “abort the revolution”.

Under Egypt’s interim constitution, the new assembly must draft a new constitution within six months once it is formed. The new document will replace one that helped keep Mubarak in power for three decades and was a cornerstone of his rule.

The upper and lower house of parliament agreed in a meeting last week that lawmakers would select half the assembly’s members from within their own ranks and pick the other 50 members from other parts of society.

That decision irked liberals, who said that although Islamists have a right to impose their will via a majority on legislation, they should not dominate an assembly that will draw up a permanent document to represents all Egyptians.

HONOLULU (AP) ? A submarine that will take “Titanic” director James Cameron to the Earth’s deepest point has made a successful unmanned test dive.

Cameron tells National Geographic News that his specially designed submarine called Deepsea Challenger completed the nearly 7-mile test dive Wednesday. The team returned to calmer waters and was headed back to the site Saturday.

If all goes well, he’ll spend about six hours exploring and filming the bottom of the Mariana Trench, about 200 miles southwest of the Pacific island of Guam.

Swiss engineer Jacques Piccard and U.S. Navy Capt. Don Walsh are the only other men to reach the spot. They spent about 20 minutes there during their 1960 dive but couldn’t see much after their sub kicked up sand from the sea floor.

MIAMI — Ultra Music Festival hit every note — delivering a spectacular splash into this weekend’s EDM takeover of Miami’s Bayfront Park. Massive crowds, including fans of all ages and from every part of the world, amassed to make for a remarkable opening show.

The main stage for Ultra’s day one Friday included an all-star list of talent including Afrojack, Skrillex and Tiësto, who all delivered spectacular visual elements and new music and exploited Ultra’s new tricks to take the crowd — and perhaps EDM in the United States — to new heights for 2012.

Future EDM hall-of-famer Tiësto closed the night with a thunderous roar from the crowd and a sensational fireworks show that smacked an exclamation mark on the opening day. He previewed a number of new tracks from his upcoming album, Club Life: Volume 2 -Miami, including his fired-up remix of Coldplay’s “Paradise” and the still-unreleased “Chasing Summers” and fittingly closed his set with “Maximal Crazy,” perfectly capturing the energy of the crowd.

Leading into his set was MTV’s #1 EDM Artist of 2011, Skrillex, who maximized the potential of Ultra’s main stage, specifically the giant LED screens that echoed the futuristic sounds of his set. Especially stunning were the images of animated dancing robots that matched every bass-crunching riff of Skrill’s signature sound.

Afrojack brought along a new friend, experienced hype man Lil Jon, who jumped along the top of the DJ booth for most of the set and fired up the crowd, professing his love for EDM and Miami along the way. Afrojack also brought along some new music, but laced his set with a collection of his fan favorites, starting his show with “Bangduck” and integrating “Take Over Control” and “Pon de Floor.”

The festival’s eight stages brought many highlights, even from the smallest stages. The Bao Dome, which looked like half an exoskeleton of Disney World’s Epcot Ball, jammed with Spencer & Hill, Swanky Tunes and many other talented artists.

At the Carl Cox & Friends tent, Richie Hawtin incited hundreds of party-goers who couldn’t fit inside the tent to dance in groups along Biscayne Boulevard, which was closed to vehicles during the festival.

With lofty goals for Ultra in the wake of EDM’s huge collective progress in 2011, organizers and artists appeared particularly inspired to blow away new fans and loyalists alike.

Five Favorite Films with Elizabeth Banks

In our final Hunger Games Five Favorites feature, we present Elizabeth Banks, who plays the vapidly effervescent, Effie Trinket. Trinket is the Reaping Day host for district 12, the one who pulled the names out of the lotto and sent Katniss Everdeen and Peeta Mellark on their way to the Capitol where they, and 22 other tributes, fight to death in the Hunger Games arena. We spoke to Banks for illumination into her movie viewing history.

Giant

(George Stevens, 1956; 97% Tomatometer)

Number one is Giant. Starting off with the incomprable James Dean. I love that movie. I love how epic it is in scope. I love that it’s about a woman who is coming into her own and thinks she’s going into one situation and, of course, has to dominate and overcome. For me, for my money, if I had to choose between Giant and Gone with the Wind, I’d go Giant every time.

Where would Gone with the Wind place on your list?

It would not place in my top five.

Number two, I’m going to go with Pulp Fiction. It just came out at a really fun time in my life, my early 20s. Maybe even before that; was it ’96?

It was 1994.

I think I was graduating from college, yeah. It was just so fresh and amazing, and the storytelling, you know, changed cinema forever. I just loved it. And it brought back John Travolta. Every character was incredible, and I loved its really dark sense of humor. Like, literally some of the hardest laughing I’ve ever done in my life was when John Travolta accidentally blows the head off that guy. [laughs] Making that funny is such a feat. The comic sensibility of Quentin Tarantino never ceases to amaze me.

The next movie on my list, which is Baz Luhrmann’s Romeo + Juliet, starring Leo [DiCaprio] and Claire Danes, that was the movie where I was like, “I want do this for a living.” It was one of the few times in my life that I’ve been truly jealous of a bunch of actors.

That hadn’t happened for you until you saw Romeo + Juliet?

Not in the way that really… Like, I saw the movie at a pivotal moment in my life when I was really deciding if I was going to pursue acting, and it was something that I want to be part of, a film like this.

Do you ever think about what your life would be like if you hadn’t seen Romeo + Juliet, or if it never came out?

It’d probably be pretty similar; I just wouldn’t be so jealous of Claire Danes.

I’m going to go with The Sweet Hereafter. I just love the sort of darkness of that movie, and I just think the performances in that movie… I love Sarah Polley and I always have. That movie, it stayed with me. It stayed with me for a very long time.

Number five, I’m going to go with… I’m picking between the multiple Barbra Streisand musicals of my youth that we would watch on Sundays with my mom. They’re all good. Anything with Barbra Streisand.

Would you watch them on television with your mother?

Yeah. I mean, if I had to pick my first R-rated movie that I was like, “This is the greatest movie I’ve ever seen in my entire life,” it was Flashdance. My mom took me to see Flashdance when we were really young. It was like way underage for R-rated; you know, you had to go with an adult. She was the adult who took us, because to my mom, it was just a story about a ballerina.

Was she surprised by the content?

No. I think, actually, she went and saw the movie with her friends and then decided, you know, “It’s okay; I can take the girls.” She loved it. That whole stripper thing, it kind of went over our heads.

The Hunger Games is playing in theaters now.
